Healthcare Infrastructure of Odisha

In Eastern India Odisha is a blooming destination for medical

Department of Health and Family Welfare
Odisha has seen a great success in infrastructural development of health care services. A number of initiatives have been started by the health department of Odisha, which has risen the quality of health services in Odisha in recent times. The
Policy and Strategic Planning Unit (PSPU) has been started to deal with health financing. Some of the programs started by the
Department of Health and Family Welfare include multi disease surveillance system, the Infant Mortality Rate Reduction Mission; streamlining drug procurement, the
PanchabyadhiChikitsa Scheme which include total risk coverage for five major communicable diseases; distribution and rational use of drugs, mandatory pre post graduate placement of doctors to serve in difficult areas and establishment of district cadres for paramedical staff. The efforts of the department has resulted in a positive growth in many of these programs. At District level major concern has been given to improved mobility assistance for field staff, community participation, , maintenance of built assets and equipment, support to training and health education systems and use of low cost construction for primary health centres and sub-centres. All this have resulted in better heath care and health care personnel’s in Odisha.

Objectives of Health Department

Health Schemes Launched by Odisha Government
Proper health infrastructure is the necessary condition for a good
health outcome but it is of no use until efficient utilization of the
available infrastructure. The people of Odisha are simple and their per
capita income is low and hence they are not able to utilize high end
health care facilities and hence affordable healthcare services are
highly required. Since independence there are many efforts that have
been taken to improve health infrastructure of Odisha the result has
been fair enough in developing and maintaining a standard but still not
up to the mark. For providing good medical services to the people of
Odisha, medical education needs to be imparted and has become a foremost
priority. Currently there are 158 Community Health Clinics, 157 Block
Private Health Clinics, 1167 New PHC , 80 Mobile Health Units, 115 Area
Hospitals, and 5927 Sub centers along with 519 Ayurvedic, 462 Homeopathy
and 9 Unani dispensaries in Odisha. Also there are following functional
hospitals in Odisha total 32 District Hospitals, 21 Sub-divisional
Hospitals and 10 Special Hospitals.
In some districts of Odisha a mobile health care facility named 'Smile on Wheels’
have been started where a doctor, a nurse and a technician is made
available to the patients in a mobile van. This majorly help people in
remote areas. Initially it started in Garadpur and Marshaghai Blocks of
Kendrapara District and Nischintakoili Block of Cuttack District. It
helped around 87000 people from 102 villages. Services offered by 'Smile on Wheels' include
minor surgery, OPD - curative services (common ailments), dressing of
wounds, identification of difficult pregnancy, ante-natal/post-natal
services, BP examination, referral for institutional care, immunization
and basic pathological services.
Keeping in mind the condition of
Odisha and health requirement of the people, Government medical colleges
have been started having good infrastructure and specialized in
treatments for various diseases. For rural areas Primary Health Centres,
Sub-Primary Health Centres are started to take care of the patients.
Recently a number of specialized hospitals have opened their branches in
Odisha.
Navajyoti
A health scheme initiated to improve Maternal and Child care to lessen morbidity and mortality among new borns. This scheme is an outcome of the initiative of Department of Health and Family Welfare, Government of Orissa with active cooperation of UNICEF. It is started with a motive of reduction of
Infant Mortality Rate (IMR) in the state of Odisha. The impact of Navajyoti scheme is very well visible from the data that have been IMR from 98/1000 live births in 1998 to 87/1000 live births in 2002. But after all these efforts the worrying factor is that still the infant mortality rate is highest of Odisha.

Infant Mortality Rate Mission
Infant Mortality Rate of Orissa is a major cause of concern in Odisha. The worrying part is that 60 % Infant deaths takes place during neonatal period (first four weeks of life). Respiratory infections, pre-maturity, diarrhea and malnutrition, low birth weight are cited amongst the he main reasons for the menace. Further it has been noticed that infant mortality is higher in lower strata of society and severly affcts the backward tribal districts of Orissa compared to the urban regions. A lot many steps have been taken to reduce MMR
and IMR, yet the decline has been marginal. It was in 2001 that the government decided to launch Infant Mortality Rate Mission to decrease the infant mortality rate. To

National Rural Health Mission (NRHM)

Odisha is also benefitting from National Rural Health Mission (NRHM) which was launched on 12th April 2005 by the then Prime Minister, Dr. Manmohan Singh in New Delhi. On 17th June 2005 Chief Minister, Sri. Naveen Patnaik and Union Health Minister, Dr. Anbumani Ramadoss launched the National Rural Health Mission in Orissa. The main motive of this program is to provide effective healthcare services to rural and urban population in the entire state of Odisha. The main focus is on the backward districts.The main Objectives of National Rural Health Mission is reduce child and maternal mortality rate, universal access to sanitation and hygiene, food, nutrition and public health care services. It also lay emphasis on women’s and children’s Health and universal immunisation and takes steps for the prevention and control of communicable and non-communicable diseases. Reproductive Child Health
Reproductive Child Health Scheme aims at achieving better and equitable utilization of services. This will ensure that no one is denied services due to inability to pay. It further wanted to improve areas for the benefits of the underprivileged section of society. The scheme focuses on to provide equitable, efficient and safe
immunization services to all infants and pregnant women, global
eradication of Polio, Diphtheria, Neonatal Tetanus and Pertussis.The program aimed at research on cost effective prevention strategies,

Integrated Disease Surveillance Programme (IDSP)
The
project aimed to collect the information from the various sources including government, NGO sector, medical colleges about high-priority diseases and risk factors. The objectives
is to have a system of surveillance for both non-communicable and communicable diseases. This will help in improving the efficiency
of the existing surveillance activities of disease control programs and
facilitate sharing of relevant information with the Health
administration, community and other stakeholders so as to detect disease
trends over time and evaluate control strategies.
National Vector Borne Disease Control Programme (NVBDCP)
Vector
Borne Diseases like Malaria and Filaria are considered as additional reasons for high morbidity and mortality in the state.
These diseases affects lower socio-economic groups of the population more compared to middle class. Children, young adults mostly pregnant women are the most vulnerable groups affected by these diseases. Dengue and Chikungunya have recently
spread their wings and continue to be health hazard for the society. To
accelerate anti-malaria activities Out of 30 districts of Odisha, 13 are
given financial support from World Bank and 16 districts from GoI and
state govt.The main Objectives of this scheme is to reduce mortality on
account of malaria and other Vector Borne Disease.

Iodine Deficiency Disorder Control Programme (IDDCP)
The
National Iodine Deficiency Disorders Control Programme (NIDDCP) started
in Odisha in Dec'1989 m is valid till March 2015. It aims to give
relief to all those suffering from Iodine deficiency which is a root
causes of goitre ans many other physical and mental disorder like
dwarf, stillbirths, Cretin, abortion, squint, and impaired mental
functions.The main Objectives of Iodine Deficiency Disorder Control
Programme is to prevent Iodine Deficiency Disorders and to conduct the
I.D.D Surveillance.
Revised National Tuberculosis Control Program (RNTCP)
The objective of Revised National Tuberculosis Control Programme (RNTCP) is to provide free
and domiciliary treatment to the patients detected through “Universal Access” under passive
case finding method. Directly Observed Treatment Short Course Chemotherapy (DOTS) is the
strategy of RNTCP.

National Programme for Control of Blindness (NPCB)

National programme
for control of blindness was launched in the year 1976 to reduce the
blindness from 1.4% to 0.3%. Odisha just like other six states got assistance from the World Bank. The main objective of the program was to bring light on the life of those affected by blindness. According to survey nearly 12 million people, mostly hailing from rural areas are blind. The main aim pf the program is to bring down the rate of blindness because about 80 to 90 percent of blindness is either curable or preventable. It further aims to bring down the prevalence rate of cataract blindness and also to develop institutional capacity for eye care services by providing support for equipment, material and training personnel.
National Leprosy Elimination Programme (NLEP)
NLEP
was implemented in Odisha in 1983 with support of GOI and Internation
Federation of Anti Leprosy organisation(ILEP). During same year Multi Drug therapy for
treatment of leprosy was started at some centers of Odisha . This scheme resulted
in a successful decline of leprosy from 121.4/10000 population to
0.85/10000 population in 31-03-2011. Odisha has acheived leprosy
elimnation objective at state level .

National Nutrition Mission
The
pilot project National Nutrition Mission (NNM) was launched in Koraput
and Kalahandi districts of Odisha. According to this scheme every
Adolescent Girls whose body weight is less than 35 K.Gs and the pregnant
and lactating mothers with body weight is less than 40 K.Gs is to be
given 6 K.Gs of Rice free of cost. Thousands of Adolescent Girls and
the pregnant and lactating mothers has been benefitted under this
scheme. The project NNM has been renamed as Nutrition Programme for
Adolescent Girls (NPAG) in the year 2004-05.
Kishori Shakti Yojana
Kishori
Shakti Yojana (KSY) was launched in 2000-01 as part of the ICD Scheme.
Kishori Shakti Yojana is implemented through Anganwadi Centres in both
rural and urban areas. The objectives of the Scheme are to improve the
Health status of girls between age of 11-18 years, to provide the
required literacy and numeracy skills, to promote awareness about
Health, hygiene, nutrition.
Janani Express
To make
available transportation round the clock for pregnant women, National
Rural Health Mission, Health & Family Welfare Department, Government
of Orissa has launched “Janani Express”. All the expectant mothers gets
transportation facility to health centres and hospitals for delivery.
It support women to deal emergencies during pre and post-delivery
periods. The scheme is initiated in 124 blocks with delivery load more
than 50 for a month. Besides pregnant women, sick infants are also
provided transportation service. The transportation facilities is
available at government hospitals, community health centres, primary
health centres and other such place. These vans are equipped with
necessary facilities for carrying the expectant mothers to the health
institutions. It is expected that both infant and maternal mortality
rates to be reduced in the State.
Odisha State Treatment Fund
The Odisha State Treatment Fund started with a motive of providing financial assistance to the poor is aimed at helping those suffering from life threatening diseases and ailments. The financial assistance is directly passed on to Medical Institutions in which treatment has been/is being given to the patients.
“Odisha State Treatment Fund Society” manages the fund allotted for the same
. The Society is registered under the Societies Registration Act, 1860.The assistance can be availed in all State Government Hospitals including the three Govt. Medical College & Hospitals, SVPPGIP (SishuBhawan), Cuttack and AHRCC, Cuttack. There are also a few private hospitals that are listed under this society. The eligibility criteria for availing
Odisha State Treatment Fund are:
People below the poverty line, with annual family income not exceeding Rs.40,000/- in rural area and Rs.60,000/- in urban areas are eligible to avail this fund. RSBY card holder can also avail this scheme.
